These rules and regulations were formulated according to Article 8 of the Library Law. |

| 3. |
Application of Library Card |
| |
(1) |
|
| ˙ |
For residents, please produce the original copy of ID Card or Driver's License. For any applicant not having an ID card, please produce the original copy of Household Book. |
| ˙ |
For foreigners, overseas Chinese and people of Mainland China, please produce the original copy of passport or short-stay permit. |
| ˙ |
For the disabled, please produce the photocopy of Disabled Handbook. |

˙ |
For organizations, groups or schools with the need of instruction or promotion of social and cultural affairs, please produce an official document of application for Group Library Card. |
| (2) |
The Library Card shall be applied in person, otherwise shall produce proxy and certifying documents of both applicant and the agent's identity. If the agent is the applicants spouse or direct relative, then the proxy is not required. For readers below the age of 12, please produce certifying documents of both the reader and his/her legal guardian's identity. |
| (3) |
If your Library Card is lost, please register the loss at the Library. If your loss of Library Card is not registered and thus wrongly used by someone else, the borrow rights will be cancelled. The original Library Card holder shall be liable to the loss occurred. |
| (4) |
If your Library Card is lost or damaged, you can apply for a new one according to the above procedures. In applying for a new Library Card, please pay the penalty or compensation first, and then produce the certifying documents of your identity and pay processing fee of NT$50. For card renewal, please return your old Library Card, and no processing fee is required. |

| 4. |
Borrowing of Materials |

(1) |
To borrow books and audio-visual materials of the Library, please produce the Library Card issued by the Library upon application of borrowing. If the borrow is made by spouse or relative of direct kinship, please produce the related certifying documents. |
| (2) |
Each reader is allowed to borrow maximum 6 books each time (an organization is allowed to borrow maximum 15 books each time) for a borrow period of 30 days. Before the due date, if the book has not been ordered by any other reader, you may apply for renewal of borrow for another 30 days (counted as from the date of renewal). Readers can also apply for renewal of borrow through Online Catalog of the Library Website. But if the original borrow is overdue, or the book has been ordered by any other reader, no renewal of borrow is allowed. |

The borrow of audio-visual material has to follow the procedures below: |

Watching and listening inside the Library: Maximum 1 item per person each time, to be used at the seat of Multimedia Services Center, if there is no other uses waiting in line, then user can continue to borrow other materials. |

Borrow Out: Maximum 4 items per person, and 10 items per organization or school each time, for a borrow period of 14 days. Before due date, if the item has not been ordered by any other reader, you may apply for renewal of borrow for another 14 days (counted as from the date of renewal). |
| ˙ |
Cross-library borrow: The libraries of other cities, villages or towns can also borrow our audio-visual materials, but limited to 10 items maximum each time for a borrow period of 30 days, and no renewal of borrow is allowed. |
| (4) |
Readers can apply for ordering of any book to be borrowed. But if a reader does not come to the Library to borrow the ordered book within 7 days after notification, and such kind of act has occurred for 3 times, the ordering right of the reader shall be suspended for half year. |
| (5) |
To return book, please proceed to the Circulation Counter, or put the books into self-help Book Return Hatch. To return book by mail, please use registered mail and print the words "Book Return" on envelop. The date of mail chop is regarded as the date of book return. Readers can carry out cross-library return of books and audio-visual materials at the Library and the NTL-Liming Branch. |
| (6) |
The following books and materials can only be read inside the Library, and cannot be borrowed out: |

Newspapers, periodicals. |
| ˙ |
Reference books, doctoral dissertations and master theses, government publications, Taiwan materials, rare books. |
| ˙ |
Materials specified with "For reading inside the library only." |
| (7) |
When borrowing books, readers should bear the responsibility of compensation for the following situations: |
| ˙ |
Before borrowing a book, readers should inspect if the book has any torn pages, written marks, remarks, lost pages, and damages etc., and if any, inform the librarian upon borrowing. When the reader returns the book, if there are any remarks, written marks, damage, cut or lost pages found, the reader should bear the responsibility of compensation. |
| ˙ |
For any lost or damaged book, the reader should buy the same book or a new book of later edition. If the book cannot be bought, please pay the original fixed price of the book in cash. If no fixed price is specified, the compensation shall be based on the price set by the automatic system of the Library. |
| ˙ |
For any loss or damage of one volume or more than one volume of the whole series of books, the compensation shall be calculated on the basis of average price. |
| ˙ |
As to any loss or damage of the borrowed audio-visual material, the borrowing person (unit) should buy the material of the same version or pay the compensation in cash. If no fixed price is found, the compensation shall be based on: NT$2,000 for each item of video tape and audio-visual disc (DVD, VCD, CD-ROM), and NT$500 for each cassette tape and compact disc (CD). |
| (8) |
For any overdue return of book or material borrowed, the reader has to pay overdue charge according to the following regulations: |

Book: NT$1 per day for each book or volume. Audio-Visual Material: NT$2 per day for each item. |
| ˙ |
No borrowing can be made unless overdue charge for the overdue book or audio-visual material has been paid. |
| (9) |
If the Library is urgently in need of any out-borrowed book or material, the reader concerned should return it within 3 days upon receipt of notification. |
| (10) |
After paid compensation of lost books and get the receipt, the reader shall not ask for refund by returning the lost book later. |

| 5. |
Services for the Physically and Mentally Disabled and the Visually Impaired Readers |
| |
(1) |
Application for Library Card: The visually impaired holding Disabled Handbook or the citizens producing any certifying document of reading difficulty can apply for Library Card by mail, fax or coming to the Library in person. |
| (2) |
Borrowing of Audio-Visual Material: |

The visually impaired can borrow materials by telephone, mail or fax, and return them by mail. The Library has free special mail bag offered to the visually impaired readers. |

˙ |
For the visually impaired: 12 items maximum each time or the cassette tapes or compact discs attached within a talking book, for a borrow period of 30 days. Before the due date, you can apply for renewal of borrow for another 30 days (counted from the date of renewal). |

For the physically and mentally disabled (not the visually impaired): 6 items maximum each time for a borrowing period of 14 days. Before the due date, if the item of material has not been ordered by any other reader, you may apply for renewal of borrow for another 14 days (counted from the date of renewal). |

| 6. |
Use of Study Room and Reading Rooms |
| |
(1) |
Study Room and Reading Rooms: You are free to take any seat inside (for entry to Internet Services Center and Multimedia Services Center, please produce your Library Card), but pre-occupation of seat is not allowed. Depending on the situation of various Reading Rooms, number tags are distributed before opening of the Library. Readers have to queue to collect number tags, and then take your seats. Any reader having left the seat for more than 1 hour shall have his/her right of the seat cancelled by the Library. |

Apart from Study Room, readers are not allowed to occupy the seats to read any book or material not belonging to the Library. |

| 7. |
Network & Information Services |
| |
(1) |
To offer convenient information consultation for readers, the Library provides computer equipment and database for searching reference. |
| (2) |
When Internet Services Center is opened for personal use, readers have to produce the Library Card issued by the Library to the librarian before registration of use. |
| (3) |
Time allowed for the use of computer: |

One hour at Internet Services Center. |
|
˙ |
Half hour at the Reading Rooms of Dissertations & Theses, Government Publications, Taiwan Materials, and Rare Book, and at Periodicals Room, Reference Room and NTL-Liming Branch. If there is no other reader waiting for the use, you can extend the use for another half hour. |

Readers are prioritized to use computer to search for Library related information, Online Catalog, and database of the Library. |
| (4) |
Providing wireless network, accessible using library card number and PIN. |
| (5) |
The library is a public area, restrict to access immoral website; and please be aware of personal confidential information safety, avoid the theft of your personal information. |

| 8. |
Photocopying |
| |
(1) |
The data for photocopying is limited to the collection of the Library only. Please observe the Copyright Law and other related regulations. Anyone violating the related regulations shall bear all the legal responsibilities. |
| (2) |
Folding the original copy of material for photocopying is not allowed. |
| |
|
| 9. |
Others |
| |
(1) |
To maintain a comfortable and safe reading environment, smoking, alcohol drinking, improperly dressing, brabbling, noisiness, or bring along any pets is prohibited in the Library. For readers having unpleasant odor, their entry are unwelcome by the Library. |
| (2) |
Children below the age of 6 shall be accompanied and looked after by adult person. |
| (3) |
Please set the mobile phone or other electronic devices to vibrate or silent tone before entering Reading Rooms. Eating, product promotion or any other behavior affecting the reading environment is prohibited in Reading Rooms also. |
| (4) |
Readers should keep their books, backpacks and handbags in good possession, or store them in lockers. The Library shall not compensate the loss of personal belongings. |
| (5) |
When reading periodicals and newspapers, or watching audio-visual material, please take one item (tape or disc) each time. Upon completion of reading and watching, please put it back or return it to the specified place. |
| (6) |
Group visitors can write letter, e-mail or make phone call to reserve their visits in advance. Please ask for approval before taking pictures in the Library. |
| (7) |
The Library provides a great variety of services, including reference information, online database using guide, and reference service in written, verbal, telephone and e-mail forms, Inter-library loan and photocopying. But these services do not include the appraisal of ancient relics and art works, medical and legal problems, translation, schoolwork, and other inappropriate questions. |
| (8) |
Library Card cannot be applied repeatedly or lent to anyone else. Once a repeated application for Library Card, or any borrowing, false collection or false use of other people's Library Card is found to be true, the person concerned shall have his/her borrow right suspended, or shall be punished according to Laws. |
| (9) |
Depending on the seriousness of the case or damage, the reader having stolen or damaged any collected books, materials, facilities or equipment of the Library shall have his/her borrow qualification and right suspended by the Library, or asked to pay compensation according to Laws. |
| (10) |
If a reader violating the Regulations regardless of librarian's advice and does not improve his/her behaviors, the Library shall first consider the seriousness of the case, and then ask the reader to leave the Library, or suspend his/her borrow right. For those serious cases, the Library shall ask the police to handle according to Laws. |
| (11) |
In case of emergency, please evacuate or seek escape route according to the instructions of librarians. |

These Regulations are implemented after they are passed in Library Affairs Meeting, and so are their amendments. |
